Construction of SIN Changi Airport T4 completed

ChannelNewsAsia report and video clip

Construction of the complex is completed. The interiors are being fitted now. It will be opened in the second half of 2017.

T4 will reportedly have a strong focus on automation including facial recognition technology.
Cathay Pacific, Korean Air, Vietnam Airlines and the three AirAsia airlines have announced they will operate out of T4

Soooo construction isn't complete if the interior isn't finished. What am I missing?

Nice to know that. SIN is undoubtedly the most modern airport in world. I would love to go to T4 when it completes!

It all depends on your definition. Some people consider construction complete when the exterior is closed off, others see it as when the site is ready for business.. Saying construction is complete if only the interior furnishings need to be fitted and trial runs completed would be a fair statement, since heavy construction equipment should be clear of the site if the building is closed.

The Temporary Occupation Permit (TOP) has been issued, which means the building is approved for occupation/use (i.e. it is safe to be occupied) but work is not yet 100% done. So unlike Berlin, the safety, fire protection etc is all done. It means companies which will operate from terminal 4 can set up their offices in the building and can operate from these offices and access to the building is not limited to construction personnel only. Later the TOP will be replaced by the CSC (Certificate of Statutory Completion) which means it is 100% done. Operation of terminal 4 will most likely start under the TOP and before the CSC is issued.

As I understand it, the TOP is issued when construction is finished (it is built) and then fit out takes place (e.g. plastering and false ceilings) and then the CSC is issued. I stand to be corrected by AngMoh though.

My complaint with T4 is that there is no MRT connection and transfers to other airlines will be difficult because of the separate location.

Yes, on the point on transfers to airlines in other terminals, T4 leaves a big question mark in mind since Changi says it won't be served by the Skytrain network. They say it will have buses to bring passengers to other terminals but it sounds to be like it's going to be confusing and not so smooth from a user experience point of view.

Say if you land in T4, would like to purchase something from T3 and then you're catching a flight from T1. From the sound of it, you'll have to use the bus between T4 to T3 and then take the Skytrain from T3 to T1.

On the point about MRT though, T4 will get a dedicated MRT stop in a few years. T5 too for that matter.

What about the other LCC like TigerAir, Scoot, Jetstar and others will they stay in their actual Terminal? Also, will there be a lounge open there?
The best plane I've flown is an A380. They were the biggest and the best than other plane I've been on. :lol:

So far only AirAsia Group (AK, FD and QZ), Cathay Pacific, Vietnam Airlines and Korean Air are moving to T4. Scoot and Tigerair have mentioned previously they will stay put at T2 to ensure seamless connection between both. Both entities are merging into one entity by end of 2017. Jetstar currently at T1 has not issue any statement yet.
