What's going on with this A320's pax windows?

Just out of curiosity, does anyone know why this A320 would had been flying around with so many windows plugged?

I would say so too. This photo is from 1997, it is unlikely that they could have put windows back in such short time:

The windows do look like they are plugged versus having the shades closed. Compare the blank windows to the window just aft of the wingtip fence where the shade is halfway down.

Thanks, didn't know it was that simple.

Could it be that the plane was freshly painted, and they didn't pull off all the masking tape yet?

You can pretty clearly see the shadow of the window behind the white ...

I'd bet as noted above, the protective masking/film over the windows from a paintjob didn't get removed ... or it was never there in the first place, and they painted over the windows.

I flew this aircraft from LGW to PMI on 25th April 1996. There were no blanked out windows on it. It was a regular A320.

Yeah just aft of the Wing-fence I noticed one of the window shades was half way down, but looks nothing like the rest of the windows that looked like they are plugged.

Open the pic in photoshop go to Adjustments "Shadows & Highlights" increase the highlights and you will see the window shades show a different color than the white paint. The reason they blend in is the white paint combined with the bright lighting when the picture was taken. It's a common Photo problem if you get too much light in a white area on a photo. You loose the contrast needed between two items of a close color to each other.
