The government of Canada has asked Air Canada to retrofit about 100 A320 series passenger planes to eliminate a loud whistling noise under the wings that has led to noise complaints from residents near Toronto, Montreal and Vancouver airports. This is currently not an order, government expects the airline to do so voluntarily.

AC will probably be retiring a majority of these aircraft in the coming years so they might only do the A321s.

Doesn't Transport Canada have more important issues to work on (reducing government taxes/fees, making flying more affordable to smaller cities, improving railway hydrocarbon transport safety and so on)? This is just more bureaucratic Ottawa garbage-no substance, just feel good..

Yes those a320s have one foot out of the door. But who knows. If they have to spend money on them they might as well transfer them to rouge to start some new NA route.

I have been living near AMS for all of my consious life now. I know exactly what sound theymean. But this whistling sound makes the A32X not evena bit noisier than other comparable planes....when you're neurotic the sound can be quite annoying though.

Well this is new to me. Of course I know this distinctive sound, typical for A320's. But I always thought it was something about the engines. And I've always been puzzled why every A320 has this sound, regardless of the engine type. Now I feel pretty stupid for not concluding that it wasn't the engine 
Anyway, I wonder why this is a problem in any way. It is a typical sound, but it isn't louder than any other aircraft. Perhaps some people are more vulnerable to certain frequencies of noise and so are irritated by this particular sound. Or perhaps people who don't like an aircrafts noise (I hear they do exist) find it easier to get used to a smaller variation of noises overflying. I can imagine that if every aircraft type had its own very distinctive noise, it would be harder to get used to such a kakaphony...

I feel I’m bothered by any noise, I’m more bothered by the roar of excessively loud 737’s with their undersized fans flying over myself, but I’m not bothered by any of these noises.

Like I said above, AC may only do it on the Rouge fleet and the A321s. Newer A320s are already fitted with this vortex generator.

RV 321s are equipped with vortex generators below fuel vents to prevent the whistling sound. Balance of mainline & RV fleet may have to be modified.

Reducing noise pollution is an important part of regulatory bodies.

Yes, but this is a different quality of sound. The A320 whine is clearly audible from inside a home when the engine noise is not. It cuts through the air over large distances in a unique way when the roar of the engine is only faint.
The sound isn’t bothersome to me (in fact, I enjoy it), but I can understand how it could be an annoyance to someone more sensitive.
