Like you said, TLL doesn't have any routes to the ME or Asia, RIX has the AUH flight. Also Estonia is wealthier and Tallinn has more tourist draw than Riga.

Even if Qatar Airways did give a full list of new routes they were launching, we couldn’t really trust it, since the airline is notorious for announcing new destinations and then not following through on the service.
For example, last April Qatar Airways announced flights to San Francisco, Las Vegas, Cardiff, Malaga, Mykonos, Accra, Kiev, Lisbon, Prague, Chittagong, Mombasa and Abidjan.
How did the airline do?
* The San Francisco, Las Vegas, Accra, Mombasa, Abidjan, and Chittagong flights never happened (well, unless what they intended all along was a Qatar Airways-coded 8hr30min overnight bus ride to Dhaka — see below)
* The Cardiff, Lisbon, and Malaga flights are being “recycled” again this year as “never before announced” routes

Also kind of surprised by TLL, yes it's a tourist drawcard, but wouldn't have thought it would be command yield.
At a few days a week on an A320 would be the most you could do, I would think.
Honestly thought if QR was to start TLL it would be coupled as part of a tag from VNO.
(again using the logic of RIX having a middle eastern service to AUH, so QR should pick the opposites of RIX)

Qatar already serves BRU, CDG, FRA, and other destinations not too far away. I am relatively price-conscious in my booking decisions, but it would have to be an absolutely rock-bottom fare LUX - MNL via DOH to get me off flights from BRU! Like €200 less return, given the hassle and time to get from home (close to BRU) by train to LUX, or on the E411 with parking issues. Even as I write this, I am not sure that €200 would be enough to tempt me to try!
Also the threat to me that it will likely be a 787 with 9-abreast in the area I can afford to sit in means that it is not a great choice for me!
The LUX area is not a high-density population area, and not all that many big cities nearby in neighbouring France or Germany either!
