According to reports on http://www.yktimes.ru/новости/il-96-400 ... ie-il-496/ http://infomach.ru/il-496/ and some other sites, from what I understand via Google Translate, it appears that:
- First of all in year 2018-2019 modernized systems will be retrofitted onto existing IL96-300
- Then a prototype IL96-400M will be produced vy the end of 2019
- And then a production aircraft of IL96-400M will be manufactured and complete certification process within year 2020
- Overall they plan to male a prototype and then six production aircrafts
- It seems like the stretched aircraft with new engine will have a MTOW of 270t, seat up to 400, and fuel consumption rate would be about 5.5t/h?
When no other countries around the world is going to militarily stop China and its subordinate fom abusing its citizens within its national boundary, it is unreasonable to expect those abuse can be countered with purely peaceful means.

And who will order it? CU don't want any (more). SU is past that phase. Bobby is no longer in charge in Zimbabwe (although family is involved in Zimbabwe Airways). It's too big for JS. The Iranians can get Airbus nowadays. And V0 (Conviasa) has too much widebody metal rotting away already in the sun at CCS...

What for? If they really want to compete in this segment and the CR929 they need a clean sheet. Been awhile since they made a fresh new aircraft.

Err.. AFAIK there are already a couple of 400Ts already converted to 400M variant, though these are not new aiframes they still count as 400Ms and are flying for Rossiya's VIP squadron. As for the still ongoing production, this is as a stopgap until the CR929 is available and with Russian engines ready for production. It would be stupid from the Russians not to pursue the IL96 production if for nothing else guaranteeing a widebody fleet for their military and government. This is not a full-scale production other than to fulfill their strategic fleet requirements and in case CU or someone else might want to pick up a few is just a plus.

The military.

There has been some work done on various military developments, tankers and elint versions and such.

The Cubana Il-96s are sitting at HAV in various states of disrepair. Almost look like they are being parted out. If I remember correctly Cubana was the biggest foreign buyer of the Il-96.

Cubana has two out of four IL96 in service. Rumour has it that they may get a third back in to service.

Yes, the third airframe will be repaired, the fourth one which belonged to Aeroflot is already maxed out in cycles and will not return to the fleet. I wonder if the ex-Domodedovo Airlines airframe that was restored recently will be its replacement.

Another silly waste -- no one buys (or trusts) Russian planes any more -- plus reconstituting an old model with maybe some new engines? Who would be fooled by that? The 96 was a flop to begin with.

It’s a flop because it came at a wrong time. The aircraft production in the Soviet Union was not made to work as today’s western production line. Ence, one the USSR felt the all industry got disorganized. For instance, airplanes are design by the manufacturer (Il, Tu, An, etc...) and built by factories around the country. More than one factory built the Tu-204 with some minor difference in between models. It was made to respond to the demande of the country first, then allies. Just before the collapse of the Soviet Union, SU was set to take delivery of more than a hundred of those jets. The Il-96 was a perfect wide-body for the early 90s.

Perhaps if the Russians had the technology to make big-fan engines it would have been less of a failure but for some strange reason they don't have it. Could you make this clear? Why is it so?

Ilyushin are in fact proposing a two-engine widebody, possibly a (major) makeover of the Il-96. I would like to see a clean-sheet design though...

I see the logic here. It would take years to build a clean-sheet widebody.
However, the sanctions may affect the aviation.
There is a need for a temporary solution. It's a matter of national security for the country stretched for nine time zones.
I am on EK 231/232. The rest is just jet lag.

Because the did not need it. They had plenty of gaz and all the engineers to develop it. They could built space shuttle and nuclear ICBM. If needed I’m pretty sure they could have come up with something.

So they could introducing the Il-96-400 passenger version to bridge the gap while developing a two-engine wide-body plane? If so, Tupolev, Yakovlev, Antonov, et cetera could also join in (not necessarily all of them) with possible two-engine wide-bodies. Or maybe a new wide-body trijet plane (maybe something along the lines of a TriStar or MD-11) or , but if it sells in large numbers it would only be as a freighter (and the occasional VIP version, probably).
