I don't follow your comment. A 787 could easily make the range requirements.
The answer the this question is like any. Sure there could be a YVR-VIE flight. So far, no airline has felt it would be profitable enough to start it. VIE is a great city, but doesn't have a lot of non-stop service to North America.
