This perception hardly reflects reality. Tourism to Mexico, in reality, is booming, and they set an international arrivals record in 2017 with 39.3mil visitors, up 12 percent year over year.

As far air traffic from the US specifically, Mexico saw solid 9% growth in enplanements in 2017 as well.
Even UK visitors was up 3.5% during the year

Volaris has had the Chicago-BJX route to themselves for the past five years. Add Interjet to the mix. I believe they recently started flying LAX-BJX.
