FWIW, western manufacturers fail these tests from time to time too. Wasn't it the 777 that initially failed the static wing tests? And the 787 had some notorious wing-cracking problems too.
The 777 passed the static load tests very well. It went to 154% limit load before failing, exceeding the 150% limit load it needed to reach. This excess structural capacity was one of the factors that allowed the 777 to develop into such a useful and widely used aircraft. By comparison, the MD-11’s wing as initially built failed prematurely (I can’t find a reference right now, but the number 141% is sticking in my mind), requiring MD to redesign the wing structure. This led to increased aircraft weight, missed range targets, cancelled orders, and eventually the demise of the programme.
