Norwegian flight op.s in Barcelona?

I was looking at Norwegian Air Shuttle's career listings, and the majority of their operations/support positions seem to be at BCN. As they are headquartered in Norway and have operating certificates in many places of which Spain is not one, I am confused. Thoughts?

I just visited Barcelona this month, and met a Norwegian flight attendant based at BCN. He said he occasionally encounters Norwegian passengers that are upset he can't speak the Norwegian language, but that most pax have no issues with the airline's flights operating exclusively in English and Spanish (as was the case on my LAX-MAD flight).
Flying in the middle seat of coach is much better than not flying at all!

They don't need one for each country they have a base as long as this country is within the European Common Aviation Area which is basically every country in Europe. Within this area, each airline from each country is allowed to fly to and from anywhere within the area. Since Norway and Spain are both part, a Norwegian airline is allowed to open a base in Spain and fly from there just like a Spanish airline would be allowed to open a base in Norway.

This is the reason Ryanair has over 80 bases all over Europe while they only got an Irish AOC. But Ireland is part of the European Common Aviation Area, so on that Irish AOC they can fly between all other countries that are part.

Only for destinations outside the area bilaterals apply and they're different in every case. The USA has one bilateral with the whole European Common Aviation Area and that's about as liberal as can be, but many other countries only got bilaterals with individual countries. That is why they are allowed to fly some routes but not allowed to fly some other routes.

Barcelona is heavily used for back-office and operational / support functions (e.g. call centers) for international companies. Bear in mind in Europe when operating at a pan-European level you almost always need people that speaks at a native level all the EEA/EU official languages, so that is about 20 languages. Specially for Norwegian they will need native Danish/Swedish/Norwegian/Finnish speakers, which are among the countries with the highest cost per worker in Europe. How do you get them in a lower-cost location? You will not lure Norwegians to Poland, but you can lure younger Norwegians for a year or two in a Mediterranean location.

So think something like Krakow-on-Sea or Tijuana.
