One critical airport amenity that there hasn't been much details on and is initially going to be lacking are rental cars.
Initially the plan was the small lot to the southeast of the terminal was to partly be a rental car lot, however this has been abandoned, probably they realized it's too small, and lacking space of support infrastructure such as car wash, fueling stations, etc. needed to support rental car operations.
Instead the plan is for offsite rental car lots served by shuttles from the terminal.
Looks like the first one will be Enterprise/National/Alamo which is setting up a joint rental car lot (all three are owned by the same company) on Highway 99, less than three miles from the terminal.

Avis/Budget currently have a small lot on Highway 99 very close to where the new Enterprise/National/Alamo lot is coming up, but it's small and probably won't be adequate in the long-term for Paine Field. Basically a small parking lot with a small office.
Hertz has a small lot in downtown Everett, too far to serve as an airport rental car lot and also too small.

Correct. 16R is CAT II while 34L has no ILS.

So 34L will be a visual or RNAV only. Not sure if the E-jets have something similar to IAN that is in many Boeing models.
Usually when the wind it out of the north, the weather is fairly clear. I’m assuming that’s why 34L doesn’t have an ILS.
Perhaps they'll look at adding ILS at 34L at some point in the future. They've been investing quite a bit in the airport lately. Last year they closed the runway for a week to repave it, requiring close coordination with Boeing since it meant a halt in test flights and delivery flights.
They also finished relocating a taxiway and opened a new ramp in December.
