The Mike Monroney Aeronautical Center doesn't do anything with registration, certification, etc. It's pretty much just the FAA ATC Academy, research and admin, and the Civil Aviation Medical Institute.
Most nonscheduled aircraft visit OKC for paint and/or maintenance — not saying that's the case here, but it is more often than not. Definitely nothing to do with the FAA though.

The OKC stop is for crew. Nothing plane related.
