Why would they go against the recommendation at mwa? Unless OO was cheaper (and probably by a substantial amount) they aren’t going to go against what the community recommends.
On the other hand Air Choice One was a fair bit cheaper at CGI than OO so it wouldn’t shock me if they told them that OO isn’t happening and pick someone else.
If DOT looks beyond the airport recommendation, the community vote was 300 vote difference \.
Multiple business's in Southern Illinois did not support Cape Air, they wanted SkyWest, 3 Business actually submitted documents via Community Comments on the Regulation Page to support Chicago.
SkyWest and Cape Air, the difference was minimal in terms of subsidiary, but per passenger, SkyWest wanted $118 per passenger versus $200 for Cape Air, and Cape Air needs subsidiary increase for the 4 year contract to offer BNA and STL.
Not to mention, look at DEC, DOT went against the recommendation!

I agree Air Choice One was significantly cheaper, however speaking to the folks down here, CGI didn't even listen to the other airlines, they feel the only way to improve boarding to reach 10,000 folks,was through SkyWest to Chicago.
If the schedule is approved, they will lose the 3 daily, and only go to 2 non stop flights, without routing them through Paducah.
Glad I flew CGI-PAH when I did! Was kind of cool!
