Sure - sometimes you get some fun announcements, but the actual deals aren't hashed out at Routes.
I've attended several Routes conferences over the years and like GBTA they've transitioned from useful meeting forums to straight up boondoggles crawling with low-end vendors especially over the past three years or so as sponsored parties have become the focus of discussion. In my experience the really productive meetings take place well outside the gazes of competitors and liquored up loose lips.

They don't hammer out deals at these events, but in theory they could lead to follow-up conversations and series of meetings to eventually lead to something tangible down the road.
Whether or not this follows the 10-3-1 rule is anyones' guess. You often never heard about the true origin of conversation in any route / air service development initiatives.

Now am I saying that all meetings will result in things like this, no, of course not. But, you would be surprised at what can happen.
