Can't the state officially charge him for forgery of official documents (as in the pilot forging the ATP)? As regulatory CAA, I would definitely look into that because that falls under the penal code though I don't think he'll go to prison for this, he'd just get a major fine for it. And can't the CAA fine SAA for their due dilligence (or lack thereof) in terms of oversight?

As far as the backpay is concerned, I don't think SAA will go through with that. I agree that it would be ridiculous, makes the airline look more stupid than they already were with them not doing proper oversight of their own SOPs and probably any lawyer could squash that. At most, SAA would probably consider a civil lawsuit against the pilot for damages, but I don't think such a suit would happen either. Whatever happens (barring the penal issues related to the forgery of official documents), I think the issue between the pilot and SAA would be settled out of court.
