Yes it is true that Canadian CAA is reluctant to give additional slots to TK at YYZ and YUL, it will not happen soon.

It doesn't sound like Canada to enforce a location (YVR) where TK can use these supposed extra 2x weekly frequencies.
Canada's latest increases with countries like the U.A.E, Qatar, Jordan, Algeria or Egypt have included frequency increases to any points in Canada.

You need to elaborate.
Do you mean no slots were available at YYZ or YUL due to congestion? If TK requested a 5 or 6 pm arrival at YYZ and was denied by the GTAA, that is something else entirely, and doesn't involve the Canadian government.
I highly doubt the Canadian government told TK you can't increase YYZ/YUL but can fly to YVR.
