EU-ASEAN open skies deal nears

On the sidelines of the Paris Air Show it was announced that EU-ASEAN open skies deal is nearing implementation with 37 of 38 countries having agreed already.

European Commission director general for mobility and transport Henrik Hololei states he expects to implement the deal by years end.

Once implemented the bloc to bloc agreement would be the broadest aviatiob deal EU has negotiated.

Probably Germany, where our Minister for Transport Andreas Scheuern (CSU/Lufthansa) does his very best to slow-walk every possible competition for Lufthansa Group.
As did his predecessors. Other examples are traffic rights between Germany and China or the United Arab Emirates.

Quite exciting to see these blocs opening doors and should help spur even more direct service between them.

What does the open sky entail?

Can EU carrier operate EU-ASEAN-ASEAN 5th freedom route? (e.g. KLM'S AMS-SIN-DPS)
And can ASEAN carrier operate ASEAN-EU-EU 5th freedom route? (e.g. SIA's now-defunct SIN-MUC-MAN)

How about ASEAN carriers' another ASEAN country-EU, and EU carriers' another EU country-ASEAN 5th/7th freedom?
But will they allow it? Will Singapore allow another ASEAN airlines to operate SIN-LHR, for example? Probably not...
Or will it be just a simple, unlimited 3th/4th freedom?

I am very interested in the development of this.

One major problem hindering increasing passenger traffic is that many countries are placing visa requirements and levies on arrivals and/or departures. NZ just placed an electronic travel authorisation requirement for incoming passengers. Malaysia will levy and exit levy on passengers. The EU is also implementing electronic travel authorisation requirements. All these charges will increase the cost of travel. So airlines will have to bear the burden and cut their air fares as much as possible to boost travel because governments are seeing air passengers as cash cows.

The UK is actually one of the most liberal when it comes to the aviation market. Germany on the otherhand does everything it can to limit competition for Lufthansa.

I agree with that, but in the context of this being an EU agreement my first thought was that the UK might not have agreed (as they would want to do their own deals later, supposedly).

Usually the EU commission is given the power to negotiate this, and individual EU countries shouldn't be interfering.

ASEAN already has its own aviation single market that allows carriers to operate via other member nations - eg GA CGK-SIN-LHR

I do not think the current ASEAN-SAM allows 7th freedom. A 5th freedom including backtracking is not allowed either. CGK-SIN-AMS has existed even before ASEAN-SAM and thus I think it is given by bilaterals.
