I thought I had read - and correct me, if I am wrong - that Terminal A was designed with the CBP facility included in the building, and was built to those specifications, only to have CBP decline to staff it due to the limited number of flights.
If that is the case, then (1) the space is already there; and (2) a substantial expansion of international flights by DL and its partners could sway the CBP to reconsider their position.
