Vietnam Airlines just need 9 months to reach its full-year profit target.

While its neighbors such as Thai, Malaysia, and Garuda are struggling to survive, Vietnam Airlines is doing well when it needs 9 months to reach its year's goal, despite the expansion of local LCCs (such as VietJet Air) and newbie (such as Bamboo AW). This success is the result of its huge expansion over Asia, the arrival of new aircraft including brand new A321neo and B787-10. This is also a chance for VN to save money to open US routes, and also to invest in 50++ narrowbodies next few years as its expectation.

While positive, VN has lower labor costs than Thai, Malaysia, and Garuda. Less legacy problems from political meddling as well.

So what if the company sets a too low profit target? At my company for example, my team hit the target in July because management thought we are a bunch of losers. On the upside bonuses are bigger...

Yup, they are planning SGN-LAX (or SFO or any other airports in California) using B787-9 in 2Q2020.

Is the annual profit target of about $145M too low for a 100-plane carrier such as HVN?

Profit is up 35% YTD, and they are 97% to target 75% through the year. That basically suggests the company was expecting flat-to-modest profit growth on 2018 figures. To that extent the target seems reasonable. Clearly though they underestimated their profit growth.

By the way just to correct the wrong info, as reported after price hike in domestic market, as expected GA make a net profit of USD 120M for the first 9 months this year.

Many airlines could report a profit in a 9 month period. If all their costs / losses occur in the 4th quarter it’s kind of a pointless measure.

Exactly, for a big carrier like this, a bad Q4 can swing 120 millions of profit into a loss in no time.
