As long as I've been in the Bay Area for 30 years, my impression is that landings on the 1s are more rare than landings on the 10s. Planes will land on the 10s when we get a nice weather system with a low pressure gradient that blow wind from the southeast direction. However, it's very very rare that wind will blow in the direction forcing planes to land on the 1s.
Agreed. Unfortunately, as I said above, the 01's are the option of last resort as they screw up arrival and departure rates so bad, so they only use them when they absolutely have to and get off of them as soon as they can. The 10's for Arrivals are far less disruptive as, again if they are on them do to wind out of the E or SE, you can use the 01's for Departures and keep your rates fairly high. The two times I was departing SFO and they were landing on the 10's they were also taking off on the 10's, but I believe that was because a heavy storm had just passed and was sitting over the bay. We took an immediate right turn after clearing the 28 end and followed the peninsula while we gained altitude to get above it all. Very different from all of the 01 shots over the Bay and 28 city views out of the San Bruno cut.
