AZ9430 to El-Paso today.

Does the US Govt allow US troops to travel by a non-US airline ? Or could these be Italian military ?

It would have to be Italian (European?) troops but I believe Luftwaffe has troops stationed semi-permanently at Fort Bliss.

Could it be Covid supply run. El Paso is pretty much ground zero these days and I believe the US has started receiving aid from other countries. Just a wild guess.

Absolutely no. US troops must fly US airlines.

My initial instinct was it might be going to ROW for storage and customs clearance at ELP but seems like it might be a cargo flight

Not all airports have customs availability, otherwise aircraft going to VCV wouldn't have to stop at LAX etc first

One of the rare times we have ever received aid from other countries was post-9/11 and post-Katrina.

ELP is generally an air cargo destination, not an origin.

That's just patently false.

A couple of months ago, firefighters from Mexico were assisting fighting the wildfires out west. Just one example of many.

This is completely false, and during COVID the US has gotten medical supply aid for several countries and the US has sent it, including to Italy (and from Italy).

Not to digress:
The Germans have troops stationed at Fort Bliss and at Holloman (though Holloman is being drawn down). It is not just the US with troops stationed around, the USA does have plenty of countries with military in the US, including Canada, UAE, Singapore, much of NATO does training at select US bases, etc. etc.

As others have noted this is a Cargo flight.

With the outgoing Trump Administration having essentially abandoned ship, many municipalities are turning overseas for supplies and equipment, and El Paso, being a major center of COVID infection, is receiving supplies from Italy. This is a cargo flight.

Interesting about Holloman being drawn down, thanks for the info. I've been there a few times and it was always interesting to see the German number plates driving around this (sorry to say) truly awful New Mexico town, and how there would be a rush hour of them coming out of seemingly one single neighborhood in Alamogordo. Also the doener place near base that was decent (and busy with Germans), but I believe that left a few years ago.

They can fly on codeshares. If they bought a ticket on DL, they can be on a plane operated by AZ.
