A. Who are what are CN3? I am sorry but I don't understand the phrase.
B. I am willing to pay a reasonable premium to fly economy non stop over 1-stop. I suspect those living in New York have moderate incomes as opposed to low incomes so a direct flight may not be as bad as you make it out to be. The issue I find, though, is that PR probably can't fill business class since that requires high incomes so its configuration may be the weak spot. If it was all economy it would do really well.
C. There is one prolific poster on youtube who constantly provides updates (see example below). By the way, the IATF, which makes the rules, which I am sure makes sense except for the implementation dates. They usually make them effective almost immediately and by not giving a minimum of even 24 hours notice. This means if you are on a long flight, there could be one policy when you took off and a totally different policy when you land. This also leads to confusion because airline web site etc. need time to update their information. In this respect, you should give credit to the US, which I believe gives at least 72 to 96 hours advance notice before a new policy is effective.
Other than that, I am highly impressed with The Philippine Government regarding its ability to keep on top of the matters and make policy. My only beef is that they don't give enough time for a new drastic policy to be effective. For instance, if the mandatory quarantine time increases materially, obviously, one would want a heads up since one may want to postpone his or her trip, as it doesn't make sense to spend a major portion of the vacation in quarantine.
