They are on verge of bankruptcy hence returning aircraft (both narrowbody and widebody) and selling off assets. They have sold off their pilot training academy. Moving forward they will have a smaller fleet of A321/A330/B77W and a pair of A350 (subject to final confirmation).

I didn't realize things were so bad over at PAL, damn. Hope they make it through this.

Yes, with majority of their income comes from overseas foreign workers (OFW), cruise workers and tourists travelling in and out of the country. These people can no longer travel in and out freely without quarantine. The Philippines, as with many other countries, is badly hit by COVID-19. They have raised several bonds for past few months however things are still very tight at PR. They posted USD 1.51 billion loss for last year, increase of 7x of previous year, shed 2,700 jobs, offloading few more A321ceo and around 2-4 B77W, delay A321neo deliveries in coming months. I won't be surprised if they closed down or dowsize their subsidiary PAL Express. Hope for the best for them and overall airline/tourism industry.

The Q400s are taking a lot more flying recently out of Manila. Interestingly, they're even flying routes usually plied by Mainline/PALex A320s and A321, such as Pagadian, Ozamis, Legaspi, Cebu, and Cagayan de Oro (which has returned to A321). If anything, I could see PALex taking more mainline Airbus flying as well, even on international sectors where they've inherited Airphil's entitlements.

Yeah GAP advantage it has a lower operating expense then PAL won't be surprised to see them take over some of PAL mainline domestic routes and possibly international leisure routes like DPS.

Honestly there will still be a lot of mainline flying to and from Cebu as aircraft would need to be positioned for international sectors. GenSan will still need mainline widebodies to cater to the large cargo market (unless they bring an A330 to the GAP AOC). For leisure routes, I think PALex can take over Korea and some Mainland China flying, unsure if they have Indonesia entitlements.

Speaking of Gensan both PAL and GAP are operating flights with PR flying the morning flight using either the A330 or A350 and occasionally the B777 2P opearte an evening serivce using the A320 hoping that 2P will eventually re-start CEB and ILO again.
For international maybe GAP will also takeover some international flights out of CEB to China and South Korea as for Japan I think it will likely remain with mainline PAL.

I travelled through NAIA a few times since then, last time was 14 January 2020, In all these times, the hull of the aircraft was still dumped near the runway intersection, covered in tarpaulin. I have numerous photos, but I have not been able in 10 years to upload any photo on this site, so I no longer bother
Today, 18 months on from the incident, has this situation been resolved, or is this wreck still there? In this latter case, what's going on?

Aircraft was moved in late 2019-early 2020 to an area near Terminal 3/DHL facility and was identical in state to when it was parked at the Balagbag ramp (where it was initially moved to). As of March 2020, it was highly visible from NAIAx.
