The CBX bridge or San Ysidro are land border crossings into Mexico. The CBX just happens to have the exit discharge at an airport.
As far as I can tell from talking to family and friends, US citizens are not being stopped going south by Mexican authorities or grilled about the nature of their travel on the way back by US authorities at any of the land border crossings. Well, maybe if you're obviously coming back with Cuban stuff and a tan .
If you're considering getting to beach resorts using a Home-SAN-CBX bridge-TIJ-Beach route to avoid covid testing (or silly embargoes); yes, it's an option.
On a different note now about San Diego airport, there's an article in the Union-Tribune about the state adding laws for building on an active fault line. It looks like the proposed "grand central station" idea with its associated tunnel will be impacted. So add that challenge to building under an active runway and near groundwater. Someone also metioned the risk of liquefaction in the comment section there.

I imagine passengers who were going to fly USA to points in Mexico round-trip could now fly into SAN walk across into TIJ, and fly from there and back instead to avoid the covid test.)
- In 2019 (before covid obviously) 73% of passengers were American, Foreigners, or US residents. Only 27% of the passengers at TIJ were Mexican. (Again, current construction efforts will mostly benefit people from the USA side of the border.)

I actually got to do six flights with them on their last Wednesday of CLD ops (December 19). I flew SJC-CLD-RNO-CLD-AZA-CLD-SJC on N286SK. Besides the flights being empty, they were really great. Awesome crews and good service on the ground and in the air. Apparently, no one knew that they had even started yet.

That's an idea! Pax could fly into Brown Field and be shuttled to the CBX, the flights into Brown Field would be domestic, just like the CBX bridge to TIJ, but just in the opposite direction. Pax who live in TIJ could walk across the CBX bridge, take a shuttle bus a mile up to Brown Field and take connecting flights to US cities instead of going all the way to SAN? Also Brown Field has a long enough runway to accommodate mainline airliners, (the Concorde landed there in 1988!)

They've been grumbling about how all the improvements at TIJ don't really benefit them (which is kinda true). I see a win-win-win situation going north and southbound if the details can be hammered out. I'm thinking flights to Fresno, Sacramento, Ontario, Vegas, etc. The short flights that could be handled by a regional carrier like a Cal Pacific. But the quieter the aircraft, the better.

Sure, airlines such as United Express, or American Eagle could use Brown Field with regional jets that could take some of the load off of SAN, while taking care of the border traffic for pax traveling north. People just wanting to visit Tijuana could also use Brown Field and take a short bus ride to a border crossing.
BTW, I remember the TwinPorts idea, I personally thought it was a good idea, I remember that Chula Vista group with that dumb name, "CRASH- Citizens Rejecting Airport Siting Hype"

Can't do those limits anymore. Noise ordinance slot policies like those at LGB are grandfathered in; FAA won't allow airports to create new ones.
