This isn't new, has always operated but obviously not last year. Montreal and Toronto also return but Moncton and Ottawa do not.
Avianca/TACA is also coming back to Miami-Guatemala City in December. Fourth airline on the route joining AA, F9 and NK.

Unfortunate but has not directly related to COVID case levels. Netherlands now requires Americans to quarantine regardless of vaccination status and that is why. Although with the Dutch still banned from coming to the U.S. for tourism, I’m sure that also factors in.
