WHAT IS THIS REPORT?
This compares departures for sale THIS WEEK for the stated period versus what was for sale LAST WEEK...prior year departures are now shown in brackets e.g. [0].

HOW DO I READ IT?

XXX Departure IATA code, YYY Arrival IATA code, Month, Average Departures/Day over the month for sale as of last week, Average Departures/Day over the month for sale as of this week, in brackets is the number of Average Departures/Day over the month that were scheduled one year earlier. So, it means that the listed airline changed the frequency between the two airports to add from 4 to 5 roundtrips in December and January. It also means that there were 4 roundtrips the prior year in each month. No other months were changed. I average two directions.

WHAT ABOUT CARRIERS THAT DON'T PUBLISH A SCHEDULE 9 MONTHS IN ADVANCE?
NEW CHANGE-Sometimes airlines do not load their schedules for the entire 330 day standard sales window. Southwest and many LCCs load their schedules for as little as 5 months into the future. When these flight are extended into a new sales month, it becomes a "schedule change". Previously, I have manually deleted these in many cases and replaced them with a Year-Over-Year compare. Effective immediately, this will now change. When a flight is loaded from 0 departures X departures, where X was the same the prior year, the record will not be shown. For example, if Delta loaded ATL-EGE MAR 0>1(1), it would not be shown because this additional flight does not represent a real year-over-year addition. Similarly, if B6 extended their schedule a record like this ATL-BOS JUL 0>4(4) would not be shown. It will be shown if the flight frequency changed from the prior year. So B6 ATL-BOS JUL 0>3(4) would be shown. If a partial month was loaded in a core schedule that became a full schedule month, those changes may be shown under this logic. For example, WN BNA-SEA 0.3>2(2). Because only a fraction of the month was previously loaded for sale, these changes will not be filtered out. I may, however, manually remove them to declutter.

HOW ARE THE DAILY DEPARTURES CALCULATED?
This report uses total operations for the month listed, divided over the days in the month. The following criteria are used to show a change: 1) The change must be at least 6 roundtrips per month with no exceptions, 2) changes of at least 6/week are always shown, 3) routes that are added or dropped are shown subject to the change minimum, and 4) in all other cases routes must change by 20% to be shown. For example, if a route changed from 21/week to 18/week it would not be shown because the change is -14.3%. This is done to filter minor changes that occur in large numbers.

WHAT ARE THE FRACTIONAL FLIGHTS?
Flights that do not operate every day of the month create fractional service. If the route has more than 2 daily flights, departures are rounded, but in cases of less than 2 departures per day a fraction is shown. For example, if a flight operates 4 times in April it will show 4/30=0.133=0.1. Also , a flight that only operates once per week may vary between 0.1 and 0.2 because a weekday may repeat either 4 or 5 times depending on the month.

This report only shows the marketing code. It is too complicated to show all the operators.

THE FREQUENCIES MAY HAVE CHANGED AS YOU SHOW, BUT THE SEATS DIDNT CHANGE BECAUSE OF EQUIPMENT SWAPS
Seats are not shown. That is a natural weakness of a frequency based report, but it provides something to discuss below.

THIS LOOKS LIKE AN ERROR?
The carriers file the schedules. They do make mistakes. Most of the mistakes I have seen are either related to code shares not being marked as "duplicates" or carriers filing flights with invalid data such as equipment codes that are not standard or overlapping schedule periods that see the same flight number in two places at once. These cause flights to not appear.

CHARTERS?
Lately charters have been showing up in the database. I have no idea if that will continue.

Interesting looking at jetBlue, is the BOS-MSP route only cancelled for March but operating normally otherwise? Sad to see SJC will go a few months with no service.

All the Mexico and Caribbean capacity that has been added is going to be wrecked by the new intl entry requirement which is really going to hurt the next few months even more for the airlines. I get the idea of the requirement but how on earth are you expected to get a test in some of these places... they don’t have capacity to test every tourist coming in/out I don’t think (exemptions seem like they’re going to be hard to get)

Also confused why A4A was supposedly in support of such a move. Yes it supposedly makes it “safer” to fly but the economic cost to the airlines is going to be huge

I believe they cease flying 2/11/21 until April. Includes both BOS-MSP and JFK-MSP. There are a couple of other routes that are similar.

IMHO, A4A was between a rock and a hard place: border closures or testing requirements. Testing may help the perception of safety and allow (in their own minds) people to travel again. Border closures take the decision to travel away from prospective passengers entirely.

As for all the new Caribbean and Mexico service? Yes, I have to wonder. I don't know if avg fare levels will sustain the routes and frequencies -- but they know they don't need LGA-ORD 15x daily so they're desperate to try something.

I agree with both of you. A4A didn't want blanket border closures but the WTCC (World Travel & Tourism Council) has been calling for more testing to allow international travel to slowly open up. Those countries that need the tourists (and their dollars) are mainly Mexico and the DR purposefully took the steps on not requiring COVID tests for entry and they've been the biggest recipients of inbound traffic. Just look at CUN and SJD for example...

I'm a travel advisor on the side and without a doubt this is going to hurt these countries. But on the other hand, resorts will likely promote testing to fulfill the requirement to return home. What happens if you do test positive in country? Do you have to wait the 10 days? This put airlines in a position to be the 'border patrol' - I can see sobbing travelers pleading to get back home

The USA is following Canada in that regard. Here in Canada, the Canadian government legally cannot stop anyone from travelling internationally, but if you don’t want to risk getting stuck outside the country, don’t travel outside the country. It’s why Canada has the transborder flying “loophole”. Allowing only the most expensive mode of transborder travel is a large barrier, but not an outright travel ban.

On a separate note, the two new UA routes from ORD I’m guessing are new EAS contracts that Skywest won?

ABQ looses jetBlue too after Feb 7. Wasn't the new Cares package supposed to prevent this?

Yes, the two new UA routes, ORD-FOD and MCW, are EAS routes. So glad to see these cities elevate from 3E Caravans to UA* RJ's especially since MCW-ORD is 303 miles and FOD-STL is 343 miles, rather far for Caravans. Although both cities are rather small, they both saw Ozark DC-9s in the early 1980's.

I agree. I expect to see significant cuts coming shortly. There may possibly be increases to domestic tourist destinations that somewhat offset this. Unless the local tourism authorities/hotels in the Caribbean/Mexico/Bahamas, etc. set up some means for quick, cheap or free testing, this will be a disaster for their tourism industries.

There will also be people who do not want to risk the possibility of getting COVID while abroad and not being able to return to the US. A disaster for the tourism industry all around.

You have to wait until you can get documentation from a healthcare provider stating you have recovered. And yeah, CDC is putting the burden of enforcement on the airlines -- they have to deny boarding if you can't produce the required documentation. I don't think I'd want to risk having to rely on the healthcare system in a country where I don't speak the local language fluently and don't have family to advocate for me.

So glad to see these cities elevate from 3E Caravans to UA* RJ's especially since MCW-ORD is 303 miles and FOD-STL is 343 miles, rather far for Caravans. Although both cities are rather small, they both saw Ozark DC-9s in the early 1980's.


Yeah those are long hauls on a Caravan. Even in the current environment, traffic will probably grow on the RJs.

I just wanted to point out that the Feb/Mar numbers for AS are a bit confusing because the Feb sked is effective on Feb 11 and March begins on Mar 18. Because of the start dates of those 2 schedules, you have some bleed-over from adjoining schedules that throw off the numbers a bit.

Example:
AS BOI-SAN FEB 1.9>1.3[1.9] MAR 2.0>1.4[1.0]

The first half of February is actually part of the January sked which offers 2x daily flights between SAN & BOI, but on Feb 11, the route is reduced to a single daily r/t (being upgraded to mainline.) Therefore, since about half of Feb is 2 flights and half is 1 flight, the result is showing Feb as 1.3.

Hope this makes sense and helps interpret AS's numbers.

I believe there are 5 airports they can suspend services to as part of the original CARES package. I would assume the same stipulations here.

The USA is following Canada in that regard. Here in Canada, the Canadian government legally cannot stop anyone from travelling internationally, but if you don’t want to risk getting stuck outside the country, don’t travel outside the country. It’s why Canada has the transborder flying “loophole”. Allowing only the most expensive mode of transborder travel is a large barrier, but not an outright travel ban.

On a separate note, the two new UA routes from ORD I’m guessing are new EAS contracts that Skywest won?

I think A4A has given up fighting. I think a negative test for domestic travel is not out of the question as the next knife in the heart of the aviation and tourism industry. From a political perspective it would also hurt Red States most which is another reason it is not out of the question.

IMHO, A4A was between a rock and a hard place: border closures or testing requirements. Testing may help the perception of safety and allow (in their own minds) people to travel again. Border closures take the decision to travel away from prospective passengers entirely.

As for all the new Caribbean and Mexico services? Yes, I have to wonder. I don't know if avg fare levels will sustain the routes and frequencies -- but they know they don't need LGA-ORD 15x daily so they're desperate to try something.


I agree with both of you. A4A didn't want blanket border closures but the WTCC (World Travel & Tourism Council) has been calling for more testing to allow international travel to slowly open up. Those countries that need the tourists (and their dollars) are mainly Mexico and the DR purposefully took the steps on not requiring COVID tests for entry and they've been the biggest recipients of inbound traffic. Just look at CUN and SJD for example...

I'm a travel advisor on the side and without a doubt this is going to hurt these countries. But on the other hand, resorts will likely promote testing to fulfill the requirement to return home. What happens if you do test positive in country? Do you have to wait the 10 days? This put airlines in a position to be the 'border patrol' - I can see sobbing travelers pleading to get back home

The problem is at $150-200 per test in a foreign country, with no insurance coverage, and all the other risks it's a death knell.

It is against international law to block entry to your own citizens. This will all go to court in a 2 years when it is too late to matter. That's what happened with Spanish Flu and the precedents are all now being ignored. It is going to be a "human rights" nightmare. Imagine if you check out of the hotel, get a positive result, and have nowhere to go for 14 days...what if the country demands you leave?

Unless there starts to be some evidence of spread on airplanes (which is pretty much absent so far, although there have been a few recent studies that suggest that tide may be turning), a test requirement for domestic travel would be on very shaky legal ground.

I can already see the stories on the news/internet: College students go to Cancun/D.R. for Spring Break and forget to hold on to enough cash to get a test. Or worse yet they get a positive test and don't have the money to get a room for a couple of weeks and don't have money to get a note from a doctor which lets them travel afterwards (keep in mind that not all national health care systems will treat non-residents without payment). And no money for food either. It's an utter nightmare. I don't see who can travel apart from the very wealthy and the handful of folks who must travel for business and whose employers can absorb the potential costs of testing positive outside the U.S.

I bet they have structured this as making the airlines responsible to deny boarding for exactly this reason. They're not blocking entry since the passenger never reaches the border. But yeah, if it ever goes to court it gets dismissed as being moot because the policy had been rescinded.

One could get around it, I suppose, by flying to TIJ/CJS/REX and walking across the border (this only applies to air passengers) and then getting home from SAN/ELP/MFE but that doesn't really help you if you're in PUJ.

Sure, but this new policy denying entrance of U.S. Citizens is also not legal. I believe they are having the airlines enforce it to attempt to dodge the legality. That is the same trick they would try on domestic.

I've been saying that as well, just above. Nevertheless it is de facto the same, it just means it becomes more difficult and time-consuming to litigate it because of the way they implemented that. BTW, it takes as long as 3 days to travel from some parts of the world. How is that going to work? Answer: It won't.

Many of these same issues came up in the Spanish Flu and the courts ultimately ruled on the side of the Constitution. Now they are simply ignoring legal precedent knowing that the court process is so long that it is moot.

BOTTOM LINE: We are going to see the demise of probably 75% of current intl service in the next couple of weeks if this change is not weakened. Personally, I think they should change it to only foreign citizens which is perfectly legal, but I don't really think that will happen.

I understand your point - effectively denying boarding has the other effect of denying entry. However, consider what @cubsrule is saying, and another factor/angle - that that airline may be denying you boarding at that time, but not forever. From the perspective of the carrier, and the government - they are preventing a sick passenger from traveling, and perhaps - at that time. It will be, in most cases (sadly not for all) just temporary.

I'm no DL FanBoy - but consider how well they advertise no change fees for customers, and they ways that they are managing the issues (before the implementation of said programs);

What effect does, no change fees - have on capacity and yields? Not every passenger will be rejected, and increasingly, fewer will be. The carriers have the capacity, and getting them back home is not really a matter of cost - if there are no fees for changing that return.

Admittedly, it does not address the other costs - of hotels, food, and hospital costs - if a passenger is found to be Positive prior to travel. That said, I think that placing that much 'blame' (and I use that word lightly, because it may not have been your aim - and we have used the word 'responsibility' above - and understand that it connotes another message/meaning - but could be as a simile for our discussion here) with the airlines - as they can and probably would be happy to re-acomodate for a later date of travel. I admit that there are is a need for greater thoughts to what will happen in each case, and further - in macro issues - and see that increasingly, that burden will be put upon embassies and consulates in the nations of travel to better advocate for their respective citizens, and I can admit that those are currently overburdened by the current pandemic and regular issues while in it - with limited abilities to 'return home'.

As a general question - is the policy, too early?

Whether we believe the efficacy of the vaccines and how they will be adopted, some nations, or areas - may be able to achieve high levels of citizens/populations with high vaccination rates. Just as an example, some Caribbean nations will be able to achieve fully immunized (or, as full as possible to be categorized in the medial/scientific/political term necessary) to mean that travel, and increasingly - some activities can resume. Travel to some of these nations, might prove more 'safe'. In that reality - I can see that the 'Positive' cases would be lesser and lesser over time. I get that, in that reality - where more of us are vaccinated - that the positive results (and effect that we see of them) are lessened - if so - these procedures seem like a decent response to that - where lesser and lesser cases in future. It does not fit the first part of the idea, though, at least not well - and could be damaging, as predicted in how much international traffic will be viable. If so, what sort of policies or procedures should airlines, governments (and increasingly - what are the smart solutions that can help minimize these pains, waits et al) should be adopted, or could be adopted (and perhaps even play within the context or framework of these rules)?

Case in point - as I mentioned above -a lack of change fees will definitely sit well with a passenger, who can be told - in the moment of panic,
"Don't worry, we will get you home,". Based on DL's site, though - those no change fees are only in effect until March 30, 2021. What next? It seems that baring a policy change (in effect, specifically in the event of a positive result, and resultant denied boarding - no change fees for future travel out), many of those international services are going to be - as you described. I thank you for this thread so much, Enilria - but hope that you're not right...

You're expertise and experience has proven invaluable in the past. Looking at it from this perspective - and based on the issues that we are unpacking - it really does present a rather large issue with knock on effect that are not perhaps best considered for this particular issue.

As an aside - how do/did most airlines handle passengers who were not medically fit to fly, in past? I am sure that they are many procedures and policies, as many as they are airlines - but with as much intelligences that we have here - who had the best (or a notably sound policy that could be applied here)?

I believe that if people think they can't get home (whether they can in reality or not) because they take a COVID test before flight and test positive that's going to dampen International travel. No one wants to be stuck in a foreign country unable to get home for 14 days. Particularly when they a. feel perfectly fine b. the unreliability of tests. I know I certainly won't be taking an International trips.

Of course it's legal under the right of return law. The US isn't telling citizens they're barred from ever coming back to the U.S. (the point of the law - you can't exile your own citizens), they're just requiring a COVID test in order to enter the country again. The US isn't the first country to require this sort of restriction, either. (If you're saying it's illegal for another reason, I apologise, but I'm not sure which.)

The UK isn't allowing anyone to travel abroad without a proper reason at the moment so I can't make a direct comparison but I agree this clearly won't be good for short term international travel.

Denying entry would be illegal. Denying boarding isn't. It's no different from saying that I can't fly with a firearm in my carryon.

Exactly. It’s illegal to prevent a US citizen from entering the country once they present themselves at the border. It’s not illegal to prevent someone from boarding a flight before they get to the border.
