FAA setting fines for weird stuff

Sounds like the snot in a blanket was just one part of a larger failure to comply with the flight crew - which the FAA does have jurisdiction over.

yeah, in my experience, blankets are for emergency use and definitely not a pax tissue. The flying public wont realize that you're on a service, and their rules apply.
