No, definitely not! Turkish Airlines is a full-service legacy airline, their fares are significantly higher than the low-cost airlines.
Pegasus Airlines is the low-cost airline in Turkey, connecting a lot of European to a lot of Asian and also some African destinations through their hub in Istanbul Sabiha Gokcen. Excluding self-transfers on Wizzair, Pegasus is often the cheapest between Europe and the Middle East. They also have a low-cost service level, charging extra for everything that is included by default on Turkish Airlines.

Of course, by that definition and not considering an ego aspect, at which point in a timeframe does an airline become a 'legacy'?

When I went to Central Asia in 2019, most of the European people in my group flew back on Pegasus, ALA-SAW-XXX. They seem to do a great deal of Asia-Europe business.
