As per the title
If the airport of Saint Barthélemy (Gustaf III Airport TFFJ) was built today, would its approach over the hill ever pass regulation?
For anyone who doesn't know, to land on runway 10, you have to come over a hill and basically "dive" onto the very short runway, virtually hitting a road on top of the hill. I think they pass less than 5ft over the road, although I could be wrong?

The question is, what regulation governs it now. As far as I know, its a VFR only airport, no runway lights, no approach lights, no VASI's, and the tower is basically a CTAF freq as the controller doesn't give takeoff or landing clearances. Nothing larger than a Twin Otter goes in there. That said, I see no reason why it wouldnt been allowed to open today.
