Allegiant is using A12 for their operations at MDW which is a DL gate.
If you all want to read through MDW competition plan the link is below. The competition plan was last revised in 2013. Pages 3 and 4 provide insight into what the city does to airlines who have under utilized gates and providing room for new entrants. And it makes me think gates A4A/B are city gates.

The MDW city fact sheet for WN says they have 37 gates. No way they are using all of those to the maximum potential. Why hasn’t the city clawed back some of those?
I Guess what would the point be? MDW has open gates and there's nobody beating down their door to get in who can't get space currently.
