But I think the real problem sometimes lies on ground staff and, the airlines.
Why? well, why actually allow those guys in the flight in the first place if they are (as it was implied) drunk? I once flew out Bulgaria with a couple of guys on the plane who could barely walk to their seats. Surprise surprise, they did make as far as the runaway and the plane had to go back to the gate.
Roudy behaviour, drunkenness, etc... should be dealt before the flight do board up rather than on the air or on arrival.
Happens everywhere - the reason more brits (and some Americans, for example) get into the news is nothing to deal with them as a people - it is to deal with he fact that ground crew are more worried in putting the plane in the skies rather than sorting out these issues before the departure. It seems somehow acceptable or maybe in hope that nothing will pan out and they might just manage to get to the destination.
