On Jan 19th 2023 the DSB reported the aircraft touched down about 12 feet short of the runway threshold. The occurrence was rated a serious incident and is being investigated by the DSB.

I wonder if the flight had landed 12 feet on the concrete, instead of 12 feet short, if the event would have been captured and investigated? Would FOQA have picked that up?

The safety management system would have seen a short landing, along with the GPWS glideslope warning. I can see my (or the FOs) touchdown distance for every flight.
