Noticed this when I bought tix to London last time that 17-20H and J were not available. I ended up taking 22J, but noticed that they put a big tarp around where 17-20 H & J were. The people in seats 21H and J had the "whip out" PTVs.
It's interesting because I got 17J the last time I flew out, but not in. Just curious, really.

This is used on the aircraft not equipped with the crew bunks. If they have the bunks they don't use those seats.

The 777XP (777-222ER) has underfloor crew rest areas for the flight attendants, so there are no crew-rest seats in the main cabin. They also have bunks for the flight crew so they either assign them seats 9AB in Business Class or one of the suites in First to take meals.
The 777XI (777-222ER) and 777XC (777-222) do not, so they set aside 17-20HJ with special seating for the crew (Economy seats with legrests). They also assign Suite 3A in First Class for the relief flight crew to use for meals and rest.

Some versions have the crew rest in rows 17-19 H,J. There are no 20H,J on those aircraft, but the next row is 21 instead. Clearly my favorite configuration. Oftentimes you reserve those crew rest seat on domestic flights, when they are not used for their main purpose. More legroom and legrests make flying a really grand experience - who need business class anyway

Exactly!! It was like being in J at Y prices! That's why I loved 17J when I got it earlier this year.

Check the seat map for the flight and compare it to the maps on SeatGuru.
