Since
BOI 10R already has a CAT-I/II ILS on 10R, I would presume they're upgrading it to CAT-III, CAT-IIIa actually. (Not that many CAT-IIIb or CAT-IIIc approaches here
in the USA)
Don't have my plates at home but the CAT-I takes you down to either RVR 2400 or RVR 1800; the CAT-II down to RVR 1200, and a CAT-IIIa would take you to RVR 700. With mins at RVR 700, you'd get in more often than you would with the other mins, but it's still not a 100% sure thing.
SMF is another place with a CAT-IIIa RVR 700 approach, and dang if the visibility didn't sit at RVR 600 and cause me to divert one time. That doesn't happen often, but it's possible anywhere.
