Ground Stop Question

Hey guys, I am sitting here at work checking out the ATCSCC OIS and PHL is currently ground stopped due to a ship in the harbor. Below is the ATCSCC advisory message:

CTL ELEMENT: PHL

Anyone have any idea what thats about? Is it a VIP or something?

PHL is adjacent to the Delaware River, and when ships pass by, they become an obstacle to flights landing on runway 35, or departing on 17. The runway is unusable until the ship is out of the way, and that loss of runway usage cause traffic to back-up, so they issue a groundtop if a ship happens by during a high-traffic period at the airport.

Normal AAR is 50+, and loss of 17/35 drops them to 36..

If that's the case, wouldn't it be smart to route ships another way?
