RIOBA is located exactly at coordinates: N 10° 06' 40.7" W 84° 30' 23.1" and 17.66
DME (Nautical Miles) and on the 294 degree radial from TIO VOR.

Just as a note, on ACARS messages,
AB means Abeam, so DADES and ABDADE is Abeam DADES just that the ACARS does not produce the position report with the full intersection name.

These three conform the RAMON 2
SID (Standard Instrument Departure), DADES Transition. DADES Transition takes you up to LIB VOR to joing the UG440 airway, used commonly for flights to El Salvador and Guatemala, among others.
SASAY: N 10° 23' 57.1" W 84° 08' 22.2" and 25.39
DME, Radial 012 from TIO VOR.
TEREL: N 09° 44' 15.3" W 84° 16' 48.5" and 15
DME, Radial 189 from TIO VOR.
You are probably getting confused because these are new waypoints that went into validity on the 30th of August 2007, I have a copy of all the new charts in PDF, email me and I can send them to you.
