Another issue with moving more flights to SWF is that the airport only has a 7 gate terminal with no customs or immigration facility.

That argument would work, except that this is New York we're talking about here.

"Stopgap" or "temporary" things in New York have a way of becoming de facto permanent. Lest we forget the slots at LaGuardia, which, when instituted were "temporary." If that's their idea of temporary, I'd hate to see what permanent looks like.

Unless forced by some actor - government, industry, consumers, etc. - nothing will ever change here.

Once this is put in place, I doubt there will be any going back - at least not without some major heavy lifting on the part of interested parties. New York needs more runways, and now, but I don't see how it's going to happen without some major work, and I don't see anyone willing to do said work anytime soon, sadly.
