We haven't forgotten DL's northern Louisiana milk run (...MLU-SHV... and reverse), but the latest airline idea would be an intrastate commuter airline, and would offer such routings as LCH-SHV, AEX-MSY, BTR-MLU, etc. The basic problem as to why this type of operation hasn't been successful in the past (see Royale and L'Express) is a lack of passenger demand for those types of routes.
Something to consider.....USAirways Express has been a busy tenant at MSY over the past few years. They have (in the past) offered MSY-BTR, MLU, SHV, Beaumont TX, etc service, and it hasn't been profitable for them. If anyone could have made a go of it, it would have been US Express. They had the infrastructure already in place, a good 10+ connection flights to mainline USAirways, etc.
For those reasons I just mentioned, an intrastate LA carrier will not make money.....unless, and it's a big unless.....they get a substantial subsidy from the airports/cities. And I can tell you that that won't happen.
