JFK 22R "Pavement Fail"

For starters, if wind permits, these are standard config for JFK runways

Morning rush: 22R/31L KE Departures; Land 22L OR 4L/31L KE Departures, Land 4R

Afternoon Arrival push: Land VOR 13L/ VOR 22L, Depart 13R

Afternoon/Evening Rush: Back to Morning rush config

So I found it odd that JFK would be landing on 13L last night and departing 13R unless absolutely necessary by wind (which is wasn't). There were also several departures off 13L to accomodate the long line for takeoff.


Today, JFK was landing 31L/R and departing 31L, currently switching back to 13s. Someone asked why and the controller said "pavement failure on 22R"

Sure enough, right around the touchdown point, crews are working.

Anyone have any insight into how/when this happened?

I don't know why it happened but I did think it strange this morning when I saw no use of 22R/4L.

My guess, as I've heard of this happening at JFK, is that pavement has depressed into the soft ground. JFK and many of the surrounding buildings were built on soft ground and swamp land. For example, my company has a warehouse at JFK and numerous times the property management company has had to come an fix the the concrete around the loading docks as it has depressed so much that the trailer doesn't line up with the loading bay by several inches.
