besides the safety aspect another point is Hygiene. Unless a sterile sanitized new band is fitted for each flight I would not put my head near to such a Thing.

Of all my dislikes about flying Y... privacy isn't really a big one. By all means, watch what I'm doing (which will probably be playing Chrono Trigger - no better way to burn away a few hours).
My largest privacy-related annoyance is when things like underwear get twisted while in the seat. That can get awkward for everyone.

I may be wrong, but I think they are (or will be) marketing that to pax to buy and bring with them, not something an airline would install on their aircraft, so you would have your own rubber band that you would take with you and care for after use.

You could always just accept that as an economy class passenger then as far as an airline is concerned you are at the lowest point in the food chain, the travelling equivalent of pond life and hence should be grateful you are allowed on board at all. Even the non-revs, who by their very definition are free-loading, get treated better when its practical.
If you want privacy then work harder, buy a premium ticket and enjoy your achievements.

If this rubber thing comes between me (normally a very polite and keep-to-myself passenger) and the aisle, Id love to annoy they band-hidden pax by making trips to the bathroom or just exiting to stretch my legs, making him uninstall the damn thing on every occasion.

Since they block the egress route of other passengers, they should not be permitted to be used anywhere other than the window seat.

Reminds me of that blue inflatable pillow that one puts on the tray in front to sleep on. I wonder how many people have gotten suckered into buying one of those; I've never seen one during my many flights since it started appearing in SkyMall.

Let's keep things in perspective. This is first and foremost a graduate design project of two students. Their first priority was not the marketability of their idea, or whether it complies with safety regulations and common courtesy, as is the case with most student projects.
As a student project, I think it is a great idea, but I doubt it'll ever sell more than a few units, if that. For one thing, how many seats in coach have a screen that is sticking out enough to attach this to? Most are far too flush into the back of the seat.

While it's a good idea, it's a hard one to actually put into action. With the safety and hygiene concerns, I can't see it coming to fruition.
Plus, I like being able to chat with my neighbors on a plane. It's always interesting to meet new people and most seatmates I've had in my career as a passenger have felt the same way. I'm also not very self-conscious, so I have no problem with people seeing what I watch or do, as I wouldn't do anything on a plane that I didn't want to be seen doing. And if you do want to see what I'm doing, fine. You'll just learn more about my interests.

If one of my seat-neighbors were to put one of these up, I would have an awfully difficult time resisting the temptation to pull it outwards and then let go, thereby harnessing its properties as a rubber band to thwack them in the noggin.

Exactly, no one will allow to use this because of the safety. In case of evacuation you get stuck especially when seconds count.

We allow people to put their tray tables down, and those obstruct access to the aisle. We allow people to recline their seats, which does the same thing. We allow people to put their carry-on bags on the floor. I'm not sure why this is any different. It couldn't be on for takeoff and landing, of course, but there's no reason it couldn't be used in cruise.
I'm not saying I'd like to sit next to one, or that I'd use one myself. But the safety argument doesn't really work.

Small scissors are now permitted in most countries. For example, the UK rule requires that the blades not exceed 6 cm (or any length if they have rounded or blunt ends). See the table here.
