I image that they have voiced their opinions during the election so an indication of how the vote may go should be guessable. Google is correct, sort of. The mayor is only one vote in counsel, true, however the mayor does play a prominnent role in shaping policy in other ways. Or at least the mayor used to, before Council remembered that they can depose the mayor and still carry on.
Whether this will be a positive development or not has yet to be seen. The new mayor has not taken an unequivocal position on the expansion, for or against (or if he did, I missed it). But if he does choose to support it, there is a better chance that his support will actually carry some weight (unlike Ford the sequal).
