Looks like PHL has resolved some issues with residents in the neighboring township that were delaying the CEP (capacity enhancement program) that was approved by the FAA back in 2010.

Obviously it will still take a long time to get everything done, but at least it seems like the legal issues have been taken care of. Will be interesting to see if the airport really does generate more long-haul routes thanks to this planned work.

The legal issues were a major stick in the spokes for this project. Half the airport is actually in the neighboring town, so non-cooperation on their part would definitely hold up the works. As it is, moving the cargo facility to allow the new runway is a major effort also fraught with politics. Good luck to them.

Now the main battle start with UPS... I have some insight on what's going on since I'm a former employee. UPS always wanted another Louisville somewhere on the east coast and they finally got it! And it's gong to cost them pennies. Cause if the city and U.S./American want them to move, UPS attitude is fine okay we will move but who's paying for it? So that's going to be a couple of years
Not let's say they reached a deal.... For the magnitude of UPS operations in PHL theres not enough space in Cargo City. If they want that fancy automated facility then they would have to tear it down and build from the ground up... And that's another problem cause they are going to encroache on rival FedEx operations

The master plan shows them moving UPS to an equivalent space on the west ramp of the airport. So they just have to reconfigure it for UPS. On a positive note, the move should cut down on the number of UPS runway crossings.

I seem to remember UPS not being pleased about having to move. Doesn't the move make it easier for them to get the cargo off the planes and onto trucks, and the trucks have easier access to departing the airport?

UPS' PHL operation seems like it has remained at a status quo operation for quite some time. There seems to have been no move to increase operations using what they have. A quick look at flight tracker sites shows on average 20-30 flights each weekday. While the holiday push can easily see double or triple this number, the average throughout the year is in the 20-30 range. This has been standard for at least 5 years. UPS would have to increase quite drastically if it wants a true mini-SDF hub on the East coast.
I always thought Cargo city, as it currently is laid out, is inefficient and includes wasted space. Other than 1 or 2 DHL aircraft what cargo operator even uses the space between A-west and the US hangar (other than US parking aircraft that are on long layovers).

There were rumors flying around about UPS moving to the former NAS in Willow Grove which has a nice long runway and plenty of space.

A real estate company was recently selected to lead the effort of redeveloping the old NAS. The company has previously redeveloped old airports into residential/commercial spaces. So I think that fat lady is about to sing on the rumors of maintaining Willow Grove as an airport.

I'm having a hard time figuring out which part of the CEP was approved (Alternative A or B?). Does this mean that - once UPS is relocated - that they'll begin construction on a 5th runway near the river?
It sounds like Alternative A is the one being worked on, I just can't find the document that says it out right.

This certainly is not the case today. UPS has focused on SDF in recent years and as a result has drawn down regional hubs such as CAE and DFW. PHL (and RFD) is a shell of its former self. They only need half the facility they now have at PHL.

That cost would be included in the CEP cost. You're right, UPS won't be paying a dime; nor should they.
