So far its just a proposal and nothing more. Such things here in Lagos take a lot of time to materialize. We have in LOS a big problem with domestic-international connectivity as the domestic flights are operated from a totally different airport which is a 20 minute drive from the international one hence proving to be quite cumbersome for passengers.
This is why you now see those bound to KAN, PHC and ABV as their final destination prefer airlines offering direct flights there from an international hub airport to avoid the hassle some transit via LOS. Abuja (ABV) airport though on the other hand is decent enough to transit through as both the international and domestic are part of one facility hence making the transfer smoother.

The article states the Nigerian govt. wants this new airline to partner up with another airline. How about [i]American[i] Eagle? 
I don't see QR or SA interested in making this a pet project. QR doesn't roll that way and SA isn't in a financial position to do so. Maybe LH as they are the foreign carrier with the largest service to Nigeria, but I only see that happening if the new airline was to become privatized

I don't see why any foreign airline would be interested until such an airline has an established track record for things like safety and reliability. And to be clear, I don't say this to knock Nigerian aviation; I would expect the same for any carrier in any country.
