A lot of people for a test flight program, one can only assume that the program will be intense an work will go on around the clock. Guess they are preparing to make any necessary changes from airframe to engine or other ancillary items, they will have their own hangar so..........
Unfortunately it is away from the community in general so the economic benefit will mostly go to the state.........

That's a lot of people for a pretty remote community. I guess though that they're, what, less than 2 hours from Spokane and 3 hours from Seattle? I know a lot of people enjoy going to the Moses Lake area for relaxation but it's not the most exciting place in the world. I do miss the days, though, of the JAL 747's circling overhead when passing through.

That will be quite a cluster if visas and work permits aren't in order. Arriving to observe is one thing. Intending to work is quite another.

Getting the aircraft from Japan to Moses Lake should not be that hard. I would route the ferry flights this way:

RJCC UHPP 916 nm
UHPP PANC 1,701 nm
PANC KMWH 1,348 nm

Seems likely they would just install ferry tanks inside the cabin similar to what MDC did with the MD-80s and 717s ferrying across the Pacific.

Ferry tanks are still being used today.

I'm not trying to argue that they probably will, however the ones we see HA use for the 717 are tanks installed in an already certified airframe. Have wee seen temporary fuel tanks installed in test articles before, or will this set some sort of precedent?

Since the aircraft is already in an "experimental" category, then the regulatory process is even simpler then trying to certify. It is just a matter of whether or not the system is capable of taking that sort of arrangement.

Just saw a news segment on NHK World regarding Russia and Japan. It stems from a dispute over four small islands that Russia occupied after WW II, which Japan claims. The issue came up again and Russia is not yielding and is essentially telling Japan F U. So it's unlikely the MRJ will get flyover permission.
