Gate to Gate Wifi

I was just curious why more airlines don't offer gate to gate wifi/streaming entertainment. I know in the USA Southwest does, not sure on who else (maybe JetBlue?). You would think if Southwest did, that the Legacy airlines would also. Is it because they have older systems that can't do it or what is the reasoning? And maybe the legacies do on some planes but on the ones I have been on it is only above 10K. Even if they don't have wifi under 10K feet I would have thought they would have at least allowed streaming video that low (but maybe it isn't pre-loaded on the planes).

What other airlines have it?


EDIT: I am USUALLY on RJs, with GOGO, for Legacies so that may also factor in. Maybe some of their mainlines have it now.

One thing to think about is that some aircraft wifi systems use satellite based services which work fine on the ground, and others use terrestrial systems which need the aircraft to be high enough to get a signal.
