Is the viewing terrace at DUS worth a visit?

I understand there’s a viewing terrace at DUS. Is it currently operating and is it worth a visit during a four hour layover?

Absolutely!
It's a very nice viewing terrace with a perfect view on the tarmac, the runway, the B gates which are just underneath the terrace as well as parts of the A and C gated.
