DL selling connections to Singapore on ANA and Singapore via NRT

I was reading this article and was wondering is this a common practice to sell tickets on non partners?

DL won't be in NRT for long so this is just a stop-gap measure. Look for KE to take over SIN connections. Or maybe China Eastern. Or both.

no FF credits earned either for flights on these airlines.

Yes quite common. From my understanding, UA also sells CX tickets on its website

Sure. Last time I looked AA had maybe 100 interline partners, most of which aren't oneworld or otherwise aligned with AA. It's more interesting if the fare is a single fare component between origin and destination, something which, for all the words wasted, was something TPG didn't reference.

No DL FF mileage earned, but there's no reason you can get SQ/NH miles (or credit them to any other Star alliance carrier).
