Smallest international market to/from USA?

So NYC-London is by far the largest international market to and from the USA. But what is the smallest international market? Which US-International city pair has the least passengers and is still connected by a direct flight?

If city to city demand, my guess would be one of the air Canada Express transborder flights. If country to country, no idea.

I'm sure you could find a seaplane flight between WA and BC that would technically count.

Not including those, YUL-BDL is served by a once daily Dash 8, that might be it.

Up until very recently, AC flew B1900s to places like ALB, MDT, ROC, and SYR. That had to have taken the cake at that point.

Aeromar flies ATR 42/72s to McAllen from Mexico City too. McAllen has less than 1 million passengers annually. That may be it.

MFE-MEX is probably at least 90% O&D so way down on the list.

I suspect sagechan and STLFlyer are right. STLFlyer probably wins with the seaplane routes ... those would technically count!

Wasn't there a seasonal Alaska - Siberia flight somewhere? It was only a few flights a year, still it counts as international from the US.

It's a seasonal flight between PKC-ANC operated by R3(Yakutia Airlines), usually with a 737-800/737-700.

There are some flights from SJU to smaller Caribbean destinations (for example, SJU-NEV) that Cape Air runs once a day or less on Cessna 402s.

Well, if we discount Canada and Mexico perhaps Fort Myers to/from Germany might be a candidate.
