Transat flights TS80XX

Are these ad-hoc flights for agricultural worker?

Last Tuesday there was TS8021 YUL-GUA with an A332 and today TS8051 YUL-MEX with an A333.

Most likely. Flair was operating YUL-GUA quite regularly during late summer. I even saw Sunwing on a YUL-GUA run a few weeks ago.

All foreign workers.
us Air Traffic Controllers have a good record, we haven't left one up there yet !!
