Which airline routes have the lowest fares to Cuba?

I found JetBlue between FLL and HAV for US$168 on several days. Are there other low priced international routes?

It's not that easy to find flights to Cuba. kiwi.com does not show them, Skyscanner only some. I found the JetBlue route on Google Flights.

Wikivoyage says there are 'regular holiday charter flights'. How to find and book them?

In the past there were charter companies like www.havanaair.com or www.xaelcharter.com , offering flights with airlines like IAero Airways to HAV.

If you're worried about price then wait until regular air travel comes back. There was plenty of competition back then driving prices into the ground. Also, at present you have to tag on the cost of testing, quarantining and potentially extra health insurance as well.

They used to have cheap flights via Mexico (e.g. CUN) and Canada (e.g. YYZ) as well. You could have simply walked up to the CU counter at the airport or used a local agent to book if online tools are blocked. But again, right now it's expensive, so you're better off waiting until things return to normal. Also, if you're subject to US jurisdiction, be sure to stay within the legal framework for these trips as any violations can also become expensive in more ways than one.

You don't have to be a US citizen to be subject to US jurisdiction ;)

In your example, when you board your B6 flight at FLL, you are subject to US jurisdiction per CFR § 515.329 and § 515.330.

GLOBAL CROSSING AIRLINES LAUNCHES MAJOR CHARTER PROGRAM TO HAVANA WITH ITS PARTNER HAVANA AIR
The initial service, granted under approval from the U.S Department of Transportation, operates six times weekly between Miami and Havana, and twice weekly between Tampa and Havana.
