No Star Alliance Lounge in Helsinki/other major cities

Since the SAS Lounge in Helsinki closed, Star Alliance does not offer ANY lounge access, not even to the Aspire Lounge. Why not? There are several LH flights to FRA and MUC every day and the SAS flights, all feature Business Class. My gate agent told me that the "SAS Lounge will never re-open because the terminal will be re-configured". Helsinki is a major airport and is Corona not just an excuse today? Can/should status members and Biz-Class passengers ask for re-imbursement if they pay for the Aspire Lounge?
In other major cities where SA does not have its own lounges, it has a contract with a lounge operator, why not here? No lounge, no food, just water, no inflight magazine, mandatory face masks.... flying LH into/ out of Helsinki is far from great.

Which lounge operators are there at HEL who could accept a significant number of biz class pax at HEL for LH+SK+TK, and are willing to do it at the price *A airlines are willing to pay ?

It seems unlikely that Finnair would want to accept SK passengers in their lounge at Helsinki. The question is then whether Aspire have capacity to host a large number of *A passengers in addition to their existing customer base, without the lounge feeling overcrowded, and whether *A airlines are willing to pay enough to Aspire for lounge access for their passengers

Yes, well, they need a solution one way or another. Lufthansa and SAS are considered "quality airlines", why do they not re-open the SAS lounge, then?
